### New federal law directs review of critical U.S. manufacturing and supply-chain gaps

President Donald Trump signed the Critical Infrastructure Manufacturing Feasibility Act on October 20. The legislation directs the Department of Commerce to identify products used in critical infrastructure sectors that are currently imported because of limitations in domestic manufacturing capacity, material availability or supply-chain capabilities.

The department must assess the costs, benefits and feasibility of producing these products domestically and report its findings within one year. Covered sectors include infrastructure and systems important to national security, economic activity, public health and safety.

The legislation establishes a research and reporting requirement rather than a direct manufacturing subsidy or new domestic-content mandate.

### Tesla begins early production of Optimus humanoid robots in California

Tesla reported on October 21 that production of its Optimus humanoid robot had begun on manufacturing equipment at its Fremont, California, facility. According to Tesla's third-quarter shareholder update, the first units produced through the process are its initial production-quality robots.

The company described the operation as being in an early production ramp and acknowledged that hardware and manufacturing processes are still being refined. Tesla has not disclosed a sustained production rate, confirmed external customer shipments or published reliability metrics for the robots.

CEO Elon Musk indicated that production volumes would increase gradually because of the complexity of the product and continuing development of critical systems, including robotic hands. Tesla is targeting commercial deliveries in late 2027, but that remains a company projection rather than a confirmed launch date.

### BAE Systems signs framework agreement to increase precision-guidance kit production

BAE Systems announced a multi-year framework agreement with the U.S. Department of War to expand production capacity for its Advanced Precision Kill Weapon System (APKWS) laser-guidance kits. The agreement establishes a framework for procurement extending up to seven years, with a targeted production capacity of up to 35,000 kits annually.

APKWS technology converts unguided 2.75-inch rockets into precision-guided munitions for air-to-surface, surface-to-surface and counter-drone applications. The systems are used by multiple U.S. military branches and allied defense organizations.

BAE said the expansion builds on existing manufacturing investments and supplier partnerships. A definitive multi-year procurement contract is still being negotiated within the announced framework.

### Report identifies gaps in U.S. primary aluminum production for defense applications

A new economic analysis highlighted U.S. dependence on imported high-purity aluminum used in certain military and industrial applications. According to the analysis, no currently operating smelter in the United States or other NATO countries produces the specialized high-purity aluminum required for some defense applications.

The report distinguishes this material from conventional primary aluminum, which continues to be produced domestically in limited quantities. U.S. primary aluminum production has declined considerably over the past several decades, resulting in greater dependence on imported material.

Recent domestic investments include efforts to restore idled smelting capacity and develop new production facilities. However, new smelters require substantial electrical infrastructure, capital investment and regulatory approvals.
